    Abstract

    The question asked by this paper is whether international instruments, specifically those of the Council of Europe, can help to stem an apparently terminal decline in one of the many endangered languages of the Russian Federation. The paper starts with a brief outline of the origin and structure of the Council of Europe’s Languages Charter, followed by an analysis of Russia’s approach to the Charter, which it has signed but not yet ratified. After an introduction to the crisis of Russia’s “small-in-number” peoples, the paper outlines a case in which the author is now assisting the applicant, a Khakas native speaker and editor of the last Khakas daily newspaper, to complain to the Strasbourg European Court of Human Rights. In studying this issue in its contemporary contexts of "right" and "value," the volume fills the current scholarly lacuna in the general subject of the orientations of life. It presents a much-needed examination of key issues in a broad practical and theoretical context, and holds broad appeal for scholars, researchers, and students occupied with issues of war, armed conflict, the death penalty, and various contemporary medico-legal scenarios.
