    Abstract

    This report traces the development of Oxfordshire's high-tech economy, outlining the key factors that help to explain its emergence and subsequent rapid growth. The report reviews the major changes in the Oxfordshire economy as a whole and records the increasing importance of high-tech businesses in the county's employment and wealth generation. Comparisons of performance are made with competing areas elsewhere in the UK and internationally. The report examines the crucial roles played by various actors in shaping the development of high-tech activities in Oxfordshire. These include entrepreneurs and other key individuals; the universities and government laboratories; the county's larger long-established high-tech firms; key organisations such as the Oxford Trust, Oxford Innovation, OEP and SEEDA; and regulatory bodies, particularly those involved in the planning system. The report concludes by looking to the future, identifying challenges to the further development of the county's high-tech economy and drawing policy recommendations.
