    Abstract

    We analyze several certificates koina in the islands of the Aegean Sea, especially a decree of Heraclea (IG XII, 7509) and two decrees Syme (IG XII Suppl, March 1269 & 1270.). We argue that these decrees koina represent political communities of citizens and residents, that is to say non-citizens engaged in the policy-making process. These koina illustrate the complexity of political participation in communities of the Greek world. In other words, instead of considering the Greek world as essentially the world of the Greek polis, the koina show us that there existed alternative forms of political formations, which exceeded the binary opposition between citizens and non-citizens.
