This post is the final in an [ongoing series](https://martineve.com/GreenPaper/) where I intend to develop my full _personal_ (_not_ institutional) response to the HE Green Paper. Comments are welcome to refine this.

You may reuse this without attribution, although I suggest that you do not submit it to BIS in precisely the same form but rather use it as the basis for your own response. I make no guarantee that this document will remain static until the consultation deadline. I hope this will encourage others to respond to the green paper.
