Abstract
This issue compiles twelve documents formulated by the central government of China in Beijing and the autonomous government of Xinjiang regarding the work of poverty alleviation and development in the region. Together they illustrate the Chinese government's major anti-poverty policies in Xinjiang since 2001. On the one hand, the focus of the work of poverty alleviation was moved from counties to government-specified key poverty-stricken villages and individual households. On the other hand, the autonomous government began to designate flagship enterprises that are authorized to help villages and households to establish featured industries based on domestic comparative advantages. These designated enterprises and households, meanwhile, will be eligible to apply for special subsidized loans. Science and technology will also be introduced in an attempt to create a sustainable environment that is more suitable for living and the cultivation of food and plants. The remaining documents outline and mandate the management of the anti-poverty funds in Xinjiang. To be noted, while the autonomous government, by the end of the first decade of the twenty-first century, claimed remarkable progress of poverty reduction in Xinjiang, in the future impoverishment will remain a great challenge for the recent increase in the number of impoverished population after the central government reduced the income line for poor households in 2009.
