Abstract
Open access is usually thought of in the realm of research funding. However, the complex and mixed income streams of UK institutions means that innovation and capacity are limited by many external factors. In this talk, Martin Eve will detail the multiple current pressures for new approaches to open access, including monographs, the EU's Plan S, but also the lack of engagement from senior institutional leadership.
