Abstract
This chapter deals with what SSLP areas were like when the programmes began, with some background to decisions about which indicators to select so that as many of the relevant features of the neighbourhoods as possible could be captured. It presents a description of the types of information that were collected to describe the SSLP areas. Mean values of these characteristics are then described, to determine whether the SSLP areas represented the original targets of the SSLP initiative, with information about how much variability there was around these means. The chapter describes groupings of SSLP areas, bringing together neighbourhoods that are similar to each other.
