Abstract
In this note, I describe why we need a European Öscal framework. I specify what it means for a governmentís Öscal policy to be sustainable. I argue that while the current European Öscal framework is likely to promote sustainable Öscal policies, if it is enforced, it is also apt to force countries to follow suboptimal Öscal policies. I explain why there is no Öscal rule that will provide a satisfactory Öscal framework. Finally, I describe an alternative: a Öscal Sustainability Council. This idea was developed by Fat·s, von Hagen, Hughes-Hallet, Sibert and Strauch.
