Abstract
Recent policy changes in the UK have renewed public and academic interest in the contexts and goals surrounding work with young people. The emphasis on youth action and participation as components of policy discourse associated with citizenship contrasts with policies promoting increased youth supervision but has had limited research attention. This paper draws on empirical study of community-based organisations working with young people and asks whether the emphases on localism and youth-led projects mark a transition towards more responsive services and improved spaces for youth participation. It argues for better understanding of the complexity, including barriers to involving disengaged youth, which highlights powerful institutional dynamics surrounding spaces for voice and activism.
