    Abstract

    This paper takes a critical view of the application of concepts and approaches originally developed at national level to the international industrial relations system, providing an overview of this system, identifying its characteristics, the actors and their relations, and the structure and scope of application of the rules. With regard to the actors, the paper analyses the economic, political and institutional interests that can lead to the development of international trade unionism and the factors that may increase its effectiveness: the internal cohesion of rank-and-file organisations on the basis of shared objectives, the internal and external legitimation of the international trade union movement, and access to appropriate forms of action. With regard to regulation, the author outlines the three mechanisms that together influence the workings of the international economy, with regard to industrial relations. Concerning the first of these, international law, the author examines certain ILO Conventions, considered to be the most significant, and underlines the key role of the EU in the production of supranational labour norms. Moreover, the ILO Conventions are seen as providing the basis for the development of two further types of measures: voluntary regulatory mechanisms, such as company codes of conduct, and various framework agreements concluded at international level. In concluding the analysis, the author argues that the future of international industrial relations requires further research and interdisciplinary analysis, greater familiarity with the linguistic diversity of the existing literature, and a more sophisticated enquiry into the modes of governance of globalisation.
